The November 3, 2026 commit 86d9eb00 in dicklesworthstone/franken_surveillance_system decrypts the BCL1 loader block on the Tapo C660 analysis tooling side and produces a list (inventory) of encoded regions. The commit message records this work as the merge of 'lane 1 wave-3b (FrostyGull)' and points to issue fss-hzvri. According to the repository description, this project is a pure-Rust, evidence-native, local-first sensor fabric and semantic control plane for owner-approved cameras and capture drones.

The change spans 88 added lines and 6 deleted lines across four files. The actual code change is on the tooling side. tools/tapo_oracle/bcl1.py grew by 11 lines and shrank by 4, tests/tapo_bcl1_test.py added 24 lines of tests, and docs/exploit/tapo-c660-gadgets.md added 51 lines of documentation. Code, tests, and docs were all updated in one go. BCL1 is the binary notation handled by the tapo_oracle tool, and it appears that the part reading the loader block and the region list were added this time. The repository description states 'Pure-Rust', but the tool and tests touched in this commit are Python files.

However, the scope that can be confirmed from the commit record alone is narrow. The execution results of the added tests and the content of the 51 new lines in the documentation are not in this record, and it is not defined what the 'list of encoded regions' holds. The issue-tracking file .beads/issues.jsonl was also modified. The patch shows entries for fss-hmfs5 (an issue item treating effect uncertainty as 'resolved', status closed) and fss-ho7xz (a task to link sources to the H4 lab digest). How far this change was actually used in real-device analysis is too early to judge. For now, the only thing confirmed is that the tool, the tests, and the docs were updated together.
